[UPHPU] New(er/ish) VPS provider

Digital Ocean appears to have their hosts inside of
https://www.serverstack.com/  (Its in New York apparently.)
I can get about 4.2 megabytes/sec (42mbit/sec) from my host inside
he.net(linode)
