It might be worth putting the code on a box with PHP running as an
apache module to see if the same issues happen. Also, if the site is
using any software that was purchased or downloaded, check their user
guides / support site to see if they mention problems with PHP running
as a CGI.

Are there performance issues on other sites on the box? If so there
could be some kind of problem with the datacenter's internet connection.
