Quoting Jonathan Duncan <jonathan at bluesunhosting.com>:

> Good call, I should have said: "Flash was created for layout"

Flash was originally created for vector art animation. However, it has
evolved into a lot more, like full sites. That's fine, but I still
care too much about broad SEO coverage to use Flash for layout.

Tables were originally made for data, not layout. Historically
speaking, table layout is a hack. It just became acceptable.

HTML tags provided for style. CSS was about controlling style by
creating style sets. Maintenance and site consistency can be a real
nightmare without it. Layout was a part of that original CSS 1.0 design.

My real point is this:

We can use a screwdriver or a big rock as a hammer. We humans are good
at improvising. Using tables for layout is a perfect example of that
skill taken to its most Neanderthal-like, animalistic level.
