[UPHPU] LOAD DATA LOCAL INFILE, utf-16

I have a script that leads a CSV into my MySQL database via LOAD DATA  
LOCAL INFILE. It does not work when the file is encoded UTF-16. Is  
this because LOAD DATA LOCAL INFILE can't handle a file encoded that  
way or due to some configuration on the database it's trying to insert  
to?
