[UPHPU] SVN warnings

this warning is coming from the svn server when ssh is sending the
locale information. for some reason the svn server is not dealing with
the locale properly when the svn+ssh connection is sending the info.

they dont seem to have a fix for it in the svn server. imo, the server
should not care about the ssh connection sending that data.
