Why don't you download or develop some schemes that mostly use CSS for 
color and layout?  Ideally you should only have to deal with a few 
images, and only use those for backgrounds and subtle enhancements.  
Quite frankly, if a layout can't look nice on its own without gradients 
and glassy butons, chances are you need to go back to the drawing board 
anyway.  Let your content command the attention.

For fancy buttons, look for 'sliding door css'

If you're still dying for a background gradients, Gimp works great, and 
you can still implement them with CSS.

If you don't have a good logo, do consider hiring a designer for that.
