For Eclipse, I have just started using the XDebug plugin for debugging and I think it works very well.  A pretty good article that describes how to set it up can be found here:

I found that other PHP debuggers slowed everything down so that it was nearly impossible to debug large sites.  But XDebug is hardly noticeable.  The other thing that I have been using XDebug for is its profiling capabilities.  When you are trying to get more speed out of your app, XDebug's profiling tools are extremely helpful.
