I agree. As a general rule, I don't like to use Flash for menus,  
navigation, or holding searchable content, because of seo. Every page,  
and its content, should be crawled. But if I do want a link inside a  
flash movie, I'd always make sure all links were in the markup  
somewhere.

If the avalanche map is up-to-the-moment dynamic, all Utah conditions  
can be seen at a glance. The point is to deliver the information, not  
figure out elegant popups.
