[UPHPU] job posting archive?

this same subject was discussed at the CTO breakfast a couple of months 
ago, more or less the conclusions were:
1) due to pretty full employment, there are not many job seekers - those 
that can are pretty content where they are
2) due to Gen X demographics, there simply are not many bodies out there 
with the necessary skill

I also think it is a direct result of the pathetic public education 
system - they are not turning out enough well educated workers and 
certainly not in tune with what industry needs.  Utah averages only 
around 20-25% college graduates and it has been going down.  A surge 
won't do it - the current education system needs a major rewrite.
