Gallery (http://gallery.menalto.com/) has a little desktop app called 
Gallery Remote (http://codex.gallery2.org/index.php/Gallery_Remote) that 
does what you are asking.  However, it it used to upload files to a 
Gallery installation, so it may not be exactly what you are looking for.
