Perhaps it is just all the old IE6 optimized web sites that are out there. 
They used to work because they were hacked up so much with CSS kludges. A 
co-worker of mine tried IE7 and it actually made standards compliant sites 
look good in IE.  So there is something better about IE7 but then again, 
M$ is more of a marketing company than a software development company.
