Neo Office is the same as Open Office but for Macs. The Apple Store
won't know anymore than we know as far as release dates. I'd give it a
week just to make sure. You can definitely boot into Ubuntu (I even
have a disc I could give you so you don't have to download it). I
don't know about dual boot (never had a need to) on the intels you can
use parallels program (Boot Camp won't boot linux) the PPCs may be able
to if you setup two partitions off the bat, google it and see if anyone
else has done it.
The Apache Conf file is the exact same as it is under linux (its in
/etc/httpd/httpd.conf), so if you can setup apache for local only under
linux then I see no reason you wouldn't be able to do it under OS X.
You could probably even just use your same conf file if you wanted to.
