McNally and PC Miler.  You can google both to find more info.  They sell the
data and API's.  I don't know if they have an API specifically for PHP.  You
can use the data to calculate distances, get driving instructions (including
avoiding toll roads, etc.), and mileage calculations.  They use Lat/Long and
landmark methods for calculating distances.  Also, distance calculations
using Lat/Long are not to difficult.  I don't have time to look it up againg
right now, but you can probably google for that too.
