That only depends on your definitions of "accurately mark up" and 
"non-tabular data". Mine are probably a little different from yours, so we 
would both be right using our own definitions.

And why can't a table do that? If PDA and cell phone browsers properly 
implement the standards for tables, it should work fine, no? (Unless the 
design makes assumptions about screen size etc. that don't hold on the 
smaller screens)

I would say that a row or a column is a semantically grouped set of 
elements. In the "spreadsheet" view of a table, it is exactly that - rows 
and columns are grouped by their semantic function/purpose.
