To be cost effective, here are a couple options for free PDF printer
drivers for Windows.
CutePDF Writer
http://cutepdf.com/products/CutePDF/writer.asp
This is the one that I use at home, and it works great. You have to
install GhostScript as well, there is a link on the page above to
download it.
PDF Creator
http://www.pdfforge.org/products/pdfcreator
I haven't used this one personally, but it's been around for awhile.
This one includes GhostScript in the main install flie so there's only
one thing to download.

This is right on the mark. We have a set of documents that are updated
once a year and we've started putting the date updated right on the
first page of the documents so that we can easily see that the latest
version is up. This also makes it nice if people print out the
documents and call us with questions, we can ask them when it was
updated and direct them to download the new copy if needed.
