I would do a DB too. But I would have them use WordPerfect and save to
PDF. Then they would go to your intranet; pull up the upload form; fill
in the fields for SOP number, searchable keywords, title and
description; and upload the PDF. Behind the scenes I would have the app
include the modification date/time and a unique id.

That way, they could search the SOPs, and rollback to previous versions.
PDF files are easy to make and read. And your DB stays fit and trim
because you only store the file's URL.
