"quirks mode" just means (for all intents and purposes) not using a
doctype. No one should be producing (X)HTML without a doc type so
this should be irrelevant. It's 2006, not 1999. MSIE's bug-set may be
less in strict than not, I would not consider it a "fix." The bugs
that I listed in a previous post are ones that I fight using strict
mode.

SIE can't do strict. It doesn't know how.
