It's been a while since I looked at the details, but last time I checked,
there was a grace period (about a week, I think) during which the domain
was required to not function, but was still able to be re-registered by
the owner. Then it goes into some other state that was harder to recover
it from, but I think possible. Then it finally gets removed completely and
open for registration by anyone. I think the whole process took about a
month, last time I looked.
If you look at the whois, at the status of the domain, I think there were
magic words like "DELETE PENDING" or somesuch that marks where it is in
the process. Last time I googled for it, I found a doc that explained all
of them, the time frames, etc., and when you'd actually be able to buy it.
I'd recommend using one of the "backorder" services unless you're _sure_
that nobody else is waiting to buy it too. Maybe even contact the current
owner, offer him $50 if he'll renew and transfer it to you. The one we
were looking at was snapped up less than a minute after it became
available. Becase of the delay in whois, its nearly impossible to time it
right, unless you're a computer program.
