The reason is because MSIE proprietary code has been used to load the 
flash file. The "embed" tag should be used. This cross-browser code can 
be generated by Flash's HTML export function.

Actually, it is flash... if your browser supports it [1]. The key here 
however, is that the site degrades gracefully. They have a second 
version of their navigation in pure HTML so that the site is still 
navigable with browsers that do not support flash (or any graphics for 
that matter) [2]. For example, the site is equally navigable in Lynx as 
it is in Firefox. Compare the difference between the site using the 
flash version [2] and the DHTML version [3].
