That is a problem to some degree in Utah. However 9-13 dollars an hour
is not the norm. I am assuming they are looking for basic HTML
Developers for that price. Utah has a lot of people that have moved
into web development or Network Admin work but not an excess of Degreed
Software Engineers. Good Engineers are still making between 50 to 65k
on average.

Thanks for letting us know Lars. I have empathy for you. I hope that
you did not waste too much time interviewing with that organization. I
also hope that you told him that his offer is an absolute joke. I
honestly cannot believe that there are employers that think that they
can pay developers such salaries. Wait... did I just say salary? Nine
dollars an hour? That's not a salary! Crap, I know people that wash
toilets that make more money than that. They think that they will find
someone with those credentials and a years worth experience for that?
What an insult.
From this point forward, I will require that all job opportunities
provide some basic information (including lengthier description and
salary).
