[UPHPU-jobs] job announcement list delays

We have recently experienced some technical problems with the  
notification process for job announcements that arrive in the queue  
and therefore had a back-log of several weeks. We would like to  
apologize to those that posted announcements and did not see them  
come through in a timely fashion. This problem has been resolved.
