[UGAF] 1 pixel translucent border around resized PS image

I just figured something out. When you are resizing an image, there is  
an option at the bottom of the dialogue to resample the image  
(required if you are going to change the pixel dimensions). I think  
the default is "Bicubic (best for smooth gradients)." After testing  
each option, I have discovered that all three "bicubic" options  
produce this one pixel translucent border while "Bilinear" and  
"Nearest Neighbor (preserve hard edges)" do not. Does anyone know the  
pros and cons (beyond the vague hints in parenthesis) each of these  
methods?
